The problem
Most boroughs have network at town hall — and a bus yard, landfill, pump house, or maintenance lot that still has no path. Trenching across a compound is slow and expensive. Consumer cameras at the clerk window do not help the scale house or the fleet gate after hours.
Staff cannot drive to every yard after an alarm. One operator should be able to see the gate, talk to the driver, and release the lock from the desk — without a standing guard contract or intersection plate readers on public roads.

Starlink or cellular into a Cambium NSE at parks and pump sites with nothing to extend from — same Cambium hops branch from that head-end.

LPR & lobby analytics
License plate recognition at fleet entrances, maintenance drives, and transfer lanes on municipal property. Optional facial recognition in lobbies for staff and registered visitors — policy first.
