The problem

Municipal sites are usually a main building, a yard, and something the public never sees until it breaks. Parks and pavilions get hit in season. Public works lots lose tools and copper. Consumer cameras do not give police a usable still.

Staff cannot drive between yards after every alarm. One operator should be able to look at several sites without a standing guard contract.
